Received November 21,10.30 a.m. London, November 21. Mr Chamberlain said he regarded the deputation asameetingof acouncil of tho Umpire. The presence of delegates from tho Cape and Natal was an ovidenco of solidarity and sympathy. Ho believed tho Pacific cable held out a fair prospect of paying.
Lord Salisbury said there was no want of sympathy among the European Powers for the position in which the Sultan was placed, but the j Turkish laws were not sufficient to to enable good Government to be maintained. Competent Governors were essential to success. A magician's wand could not cure diseases which in England were looked upon as the result of long years of error. The Times thinks the Canadian Government will be gratified at the decision to subsidise tho Atlantic service.
