There have been many indications of late (says the Manchester Guardian) that public opinion in France is becoming alive to tlionoodforfiirtljpr legislation to check tho increase of intemperance and what is called the "abuse of alcoholism," Tho other day the General Council of Vaucluse adopted a resolution in favour of a neiy Bjll, some of the clauses of which have prob,abJy been suggested by a study of the Bpoecfijsg and publications of the English Temperanco reformers. Among other proposals, there is one recommending a reduction of the number of drinkshops, and another suggesting the establishment of a rigid system of inspection, It is also proposed that tbe Government, itself shall set up coun-ter-attractions in houses where healthy amusement may bo enjoyed without the stimulus of intoxicating liquors, atid that special instructions shall be given in the schools by lectures on the daugers of alcohol. The Journal des Mak, while objecting to several of these proposals, admits that the law of 1873, which forbids the sale of intoxicating liquors to inebriates, is very inefficiently carried out. It is, therefore, strongly urged that there should bo some modification of a system under which it is now so easy for anyone to sell wine and spjr'ifs,
