WAIRARAPA NORTH COUNTY COUNCIL.

FINANCE COMMITTEE. The Finance Committee of tlio Wairarapa North County Council met yesterday. Present: Crs li. Mauusell (chairman), D. Guild, J, Stuckny, F. Groves, E. Smith, F, von ltcden and C. E. Cockhurn-Hood.

The minutes of the previous meeting were read and confirmed

The Treasurer reported as follows :• General fund account, dr. £271)6 os lid; L.13.L. account, cr., £2103 is; leaving a net deficit of £503 4s lid.

Accounts showed a dr. hlancc of £BSO Os Id. lteceipts since July 11th included: rates, £lO5 13s 7dj tolls, £27; hypothecated thirds £2lßlos 7d. Accounts amounting to £llOs Is (id were recommended for payment. On the question of the Tax Commissioner's certificate for subsidy on rates collected in the Alfredton ami AVhareama outlying Districts, it was resolved, on the motion of Cr Cockbttrn-Hood, seconded by Cr Smith, that it bo a recommendation to the Council to request tho Commissioner to state on what authority of law tho rates collected iu the outlying districts are aggregated, for the purpose of computing the amount of subsidy payablo thereon. It was resolved that tho Council bo recommended to take steps to have tho question of subsidy in outlying districts, brought under the notice of the County Council Association, at its approaching meeting.

Un the motion of Cr Smith, seconded by the Chairman, it was resolved that this Committee is unable to recommend the Council to recognise (he claim of the Borough Council for a proportion of the cxpensesinrcpairingthc Waipoua bridge prior to December, 1891, and turthor, that as the Borough Council in requesting the Government to introduce a clause in tho proclamation having retrospective offect as regards the present, claim, tho Borough has practically repudiated the agreement arrived at by the delegates at a meeting hold on tho 11th April last, this council bo advised to request the Government to take action under clause 7, of section 111 of the Public Works Acl, 1891,
