A STATE ADVANCES BILL.
Staked July t6, nmn. Adelaide, July 16, The State Advances Bill proposes that the Government shall take over the business and fundsof tho Savings Bank. In place of half as previously they will be allowed to advance two-fifths of tho entire funds on mortgage, and another two-fifths on invested security, guaranteed by the Government for municipal bodies. The remaining fifths will be retained in cash, and the total advances are not to exceed three millions. Advances on a security are not to oxceed half its unimprovod value. The Bill prohibits the issue of notes by auy private Bank after March 1896, when the Savings Bank will take charge of the issue of notes.
