I Stdiiet, July 16, Sir Henry Parkes has issuod a manifesto which chiefly consists of a bitter attack on Mr Reid and his policy, Sir Henry makes an appeal on behalfofFoderation,which he claims is true Free Trade. He strongly advoooteslocalGovernmont, and a proper system to put an end to the vexed unemployed difficulty.
