The following appointments in the Ministry, are officially announced : Mr A, Akcrs-Douglas, Commissioner of Works and Public Buildings, with a seat in tho Cabinet. Mr W. H. Long, President of the Board of Agriculture, with a seat in the Cabinet.
Mr Gerald Balfour, brother of Mr A. J, Balfour, Under-Secretary for Ireland. The Duke of Norfolk, Postmaster- , General. Sir John E. Gorst, Vice-President of the Council of Education. Colonel Sir W. H. Walrond, Patronage Secretary to the Treasury. Mr Wm. G. Ellison-Macartney, Secretary to the Admiralty. Mr Austin Chamberlain, eldest son of Mr Joseph Chamberlain, Civil Lord of the Admiralty.
Mr Jesse Colling, Under-Secre-tary for the Home department. Lord Selborne, Under Secretary for the Colonics.
Mr T. W. Russell, Parliamentary Secretary for the Local Government Board,
Mr Joseph Powell Williams, Financial Secretary for the War Office.
Received July -1,0.50 (i.m. London, July 3. Lord Roscbery, speaking at the Eighty Club, said be rejoiced that the Liberals had regained freedom. Place without power was purgatory or hell. He ridiculed large political programmes, and said it was better to proceed with one thing at a time. To his mind the electors ought to concentrate every effort for tho annihilation of the legislative preponderance of the House of Lords. In the House of Commons Sir 11. Campboll-Banneiman admitted that the Adjutant-General had reported that the supply of ammunition was sufficient, though not ample.
Mr Chamberlain said the Government intended to remedy the deficiency.
