The Council threw out the Electoral Bill by 2(> to 14 The Loan Dill provides for the raising of .£2,516,000 by the sale of debentures or the issue of stock at a rate not exceeding four per cent. Any block issued in tho Colony to be redeemable concurrently with that issued in 1892. The rejection of tho Electoral Bill by the Council will hasten the dissolution which will now probably not be delayed more than a woek. The Cabinet lias again considered the question of the reform of tho Council, and decided that nothing will bo gained at the present stage, by bringing forward a Bill, as tho time occupied in drafting, will delay the dissolution. The best lourse will be to introduce tho Government proposals in shape of a eot of resolutions.
