The Sydney Horning Herald says that Mr Reid's proposal to limit the Legislative Councillors to a five years term, commends itself as reasonable and legitimate, and absolutely essential for dislodging the Council from its entrenched position of irresponsibility, and for bringing the Chamber in touchwith the minds of tho people, The proposal to end the deadlocks by appealing to the Referendum is open to criticism, and it is not unlikely to lead to the destruction of a useful chock on extravagant expenditure and reckless borrowing. Tho Referendum comes with associations all inimical to tho system of rule through representative institutions, :in which Englishmen have found tho best guarantee of freedom and selfgovernment. What would bo gained by the Referendum would be lost by Parliamentary Government. The Daily Telegraph conimendß Mr Reid's proposals by which it says he has grasped by the threat the irresponsible veto whiqb, has long resided in the and by which he will sweep, away every obstacle against the oarryiug out of the will the people, and representative Government—which uptothopresent has been little better than h mockery —will become a reality.
