Turkey, in reply to the Powers, denies that the Berlin Treaty confers the right on the Powers to demands guarantee for Armenia, and hopes that the Sultan's sovereign .rights will not be prejudiced. The Porte accepts the principle proposed in the reforms, but requests a further discussion upon the details. .
