NORTH WAIRARAPA COUNTY COUNCIL.
MONTHLY MEETING.
The ordinary meeting of the above Council was held yesterday. Prosent—Crs von Rcdon (chairman), C. E. Cockburn-Hood, R, Maunsell, J, Stuckey, J. Groves, E. Smith, D. Guild, and W. H. Bcetham. MINUTES. Tho minutes of tho previous meeting were read and confirmed. MLM'OSTS. Mr P. Chapman wrote offering to erect mile-posts on the Council's roads, , Resolved that the Council does not intend to erect mile-posts at present, as no funds are available. VALUATION ROLL. Mr Kirkland wrote stating that he had no land in the Eketahuna riding, and asking that his name be erased from the valuation roll. The Clerk was instructed to take the name off, if tho statement is correct. WHAKATAII RESERVE. Mr Wi W, that he was no longer the lessee'of the Whakataki Native Reserve, and asking that his namo be removed from the rate-roll in respect to this reserve—Application granted, VALIDATION COURT, Tho Registrar of the Validation Court sent a Gazette notice re sitting of the Court to be held at Greytown, with regard to tho Mataikuna Reserve. The Clerk was instructed to arrange re attending the Court,
, COUNTY CODXCU ASSOCIATION. The Secretary of tbe County Council Associationowroto stating that the annual meeting would be held on 30fcb July, and asking that a delegate be nominated from tho Waivarapa North County Council. The Chairman was appointed a delegate for the Association's meeting. With regard to matters for consideration at tho Association's'meeting, it was decided that Councillors bring up such matters as they desire to be discussed at next meeting of the Council, and tho Clerk was instructed to inform the Secretary of this arrangement. EKETAHUNA BOARD, The Railway -Department wrote declining any liability on account of the damage done.to the road at Bketahuna during the April flood,
The Chairman stated that then was, as far as he could.see, a thoroughly good claim against the department. He suggested anothei application be sent with a diagran of the diversion of the creeks, tuj failing a satisfactory reply til action be taken against the Deparl ment. £BO was the estimated cos of repairing the damage. On the motion of Or Stuckey, i was resolved that the Railwa; Department be asked to send 'ai Engineer to view tlio locality, ii company with the Chairman am the Council's Engineer, and to holt a confovenco on this matter.
SCHEDULES OP THIRDS. The schedule of thirds for Whareama and Alfredton Ridings, wero received and handed to the respective Councillors for these Ridings, for consideration. CLERICAL STAFF AND THE ROAD HOARD, The Clerk'to the Masterton Road 'Board wrote, asking for a reduction, of ten per cent., on the amount! charged for clerical work to the Board.—Agreed to. NOMENCLATURE. .4^ The Government forwarded a request, that the Council Buggest a new name for tlio township of Hawera, in the Forty-mile Bush. The Chairman suggested that the matter be left to the settlers, and it was resolved that the Chairman interview the principal settlers, to fix on a suitable name. YATUATIONS. A circular was received from the Chairman of a meeting held at Stratford, covering the following resolution : " The settlers in tlio Stratford County are confident that the time has now arrived for an adjustment in the Valuation Act, by cxcmptingall improvements so that the unimproved valueof thcland hear the taxation, in order that every-' one-either owuor or occupier-shall have to pay their own fair Bhare otfb same, and that tho committee complicate with other local bodies, directing their attention to tho resolution."
Resolved that a reply bo 6ont to the effect that this County has already taken steps in this direction, and that a copy of the schedule be prepared and forwarded and that the Chairman of Committee be asked how it was proposed to arrive at a fair estimate of unimproved values. IKITIO STOCK IIESERTE. . The Commissioner or Lands irate stating as far as ho could find out the lease of the Stock Reserve at Akitio had expired and could be dealt with as Crown Land. • It was resolved that application ho made for the reservo to bo vested in the Council. A lengthy circular was received in respect to opening up goldfiolds, The circular was ordered to Ho on tho table. TUB WAII'OUA imillGK. A communication was receifiJ, from the Department with respap) the proclamation re tho Waipoua bridge and a claim whb put in for repairs made by the Borough Council since 1891, amounting to £43 Is 7d.
Tho Chairman said ho had no knowledge of anything at tho recent Conference which would make the arrangements then entered into, retrospective. It was resolyod to reply to tho Lands and Survey Department that this Council objected to the proclamation dating back. It should date from 22nd December, 1894. The account of tho Borough Council for £43 Is 7d for repairs to the Waipoua bridge since 1891, was referred back for further particulars. Ek'ETAHUNA ROAD HOARD tOANS,
Or Guild referred to the refusal of the Eketahuna Road Board to supply a copy of tho records of all loaus raised by that Board, and suggested the Government should proper records being kept of Buck loans. Tho refusal was on account of tho largo amount of clerical labour entailed. On the motion of Cr Guild it was resolved that tho Government should compel all Local Bodies to keep'such records and to supply the information to tho County Council when desired.
POM ASP SAUNDERS ROADS. The Council resolved to transfer tho balance of loan for Fori and Saunders Roads deviation to the Alfredton district account, as recommended by the Financo Committee, engineer's report. The Engineer's report was read. It was resolved that the Engineer be instructed to take what steps he thinks necessary to protect the Waingawa river bank, m> That no further payment boTOrta to tho contractor, with regararo slip clearing in tho Castlopoinfc Riding.
That tenders bo called for repairs to the embankment at Eketahuna. The report was then adopted. CASTLE HILL ROID. Resolved that the Engineer be authorised to expend not more than £ls in clearing slips on ike Castle Hill Eoad. MORTGAGES. Cr Cockburn-Hood moved and Cr Guild seconded pro forma, that it be a recommendation to tho Government to empower Local Bodies to deduct all mortgages from valuations made by such Local Bodies' valuers, and and to strike all rates for local purposes on the value remaining.,after ideducting mortgages. | The motion was lost, Crs Smith, Groves, Boetham and Guild voting against it. RATES. On the motion of Cr Guild by Cr Cockburn-Hood, it was "Ei solved that all rates in' arrears for twelve months after they become recoverable, be charged with ton per cent, penalty. .^ Resolved that 7-16ths penny ba the separate rate in the Castlepoiht riding. It was decided that Mr McKee'e claim bo not agreed to.
