ENGLAND AND RUSSIA.
London, March 17, Novoe Vremya, a Russian paper, contends that Russia must possess the Pamirs with a southern boundary at Hindu Koosh, the eastern boundary at Kangnr and Kashgar, and the western at Amudaria. Tho Times, commenting on this claim points out that it completely ignores the recentsettlement arrived at by the British and Russiau igLyeraments, and includes two rfls to India debouching from Baroghil.
