WAIRARAPA NORTH COUNTY COUNCIL.
FINANCE COMMITTEE.
A meeting of tlio Finance Committee of the above Council was bold on Thursday morning. Present—• CrsMaunsoll (in tbe chair), Beethain, Guild, Smith and Cocklmrn-Hood. The Treasurer reported the Gonoral Account, dr. £902 16s 4d; L.B.L. Account, cr. £6O-110s; leaving a net debit of £29810s 3d. Receipts since 14th February amounted to.£6Go 10s 9d. The Committeo resolved to recommend the Council to deduct from Kennedy it Co's final payment on contracts No. 1 and 3, on Saunder's Hoiul, the cost the Council has incurred for the inspection of those works since the due date of completion respectively, and in addition thereto ten per cent of the amount of the full penalties which the contractors buve rendered themselves liable to for non-completion of the works, within the specilied contract time. Resolved on the motion of the Chairman, seconded by Cr Beetham, that subject to the foregoing resolution, Ihe accounts appearing on the pay-sheet, be recommended for pay-, went.
The Committee resolved to recommend the Council to approve of the action of the Clerk re payment of an extra £2 to Mr Geo. Phillips, in respect of his claim for compensation, dealt with by the Council at its last meeting. MONTHLY MEETING. The regular monthly meeting of the Wairarapa North County Council was held yesterday. Present Crs von lleden (Chairman), R. Mannsell, J. Stuckey, F. Groves, E. Smith, Cockburn-Hood, and D, Guild, iIIXUTES. The minutes of the previous meeting were read and confirmed. LBAVi: OK AItSKXCE. Leave of absence was granted to Cr Haudyside from the present meeting. COIWKSI'OXDEXCE. ThoseiU o£ the Council was ordered to he affixed to the lease ivith Mr Townseud, and the Chairman was authorised to sign the same. HiltlliATlOX IIOAIID. Mr E. Meredith, wrote asking that the clerk be allowed to act as Sccreto an Irrigation Board which it was proposed to establish in the Upper Plain District. After discussion it was resolved to reply that the County Clerk's time was fully occupied, but lie was willing to give any advice, or assistance to whoever might be appointed secretary. Illl'lJAl'A YAM.EY liOAD. H. Benton and others asked that the Council raise the 10 per cent balance loan for expenditure on the Iliuraua Valley Road, It was decided to cany out the wishes of the petitioners. wAionixE intiwii:. The Greytown Borough Council asked for the services of the County Engineer, to prepare plans and supervise the work of erecting the new Waiohinc Bridge, at Matarawa. Resolved that if the work is not urgent, the Engineer be allowed to attend to the request.
A CI,AIM. Correspondence re claim and account forthe fencing of O'Connor's right of way was read. Cr Maunsell said it was absurd to think tlmt the Council would pay for the erection of the fence. When dealing with O'Connor he was careful to have tho agreement in writing which was now in the hands of the Council. Resolved tlmt the Council cannot recognise any claim. GHAVKI, RESERVES. Messrs Langdon Bros wrote re gravel reserve proposed to be taken over by the Council. Councillors considered that taking the land under the Public Works Act was a very expensive process, especially as there was very little money available for that road, Resolved that Messrs Langdon Bros be asked to put a price on the land. JIT. lIAKKIt HOAD. The application of Mr Nation for drainage 011 the Mount Baker road was refused. 510I10A ROAD. Mr Boustead wrote asking to delay expenditure of thirds on the Moron Road (not allocated) as he mid several settlers contemplated raising a loan for works 011 this road. Resolved to hold over the expenditure. KOAIWAX. The application of J. Palmer for appointment as roadman was doforced till ,a vacancy occurs, or extra work is necessary. RETURN. The return asked for by the Commissioner of Crown Lands was ordered to be supplied. SLAUGHTERING LICENSE. Mr J. Bannister, of Mauriceville, applied for a transfer of his slaughtering license to Messrs Smith and Co.—Granted. THE WAII'OUA BRIDGE. The Under-Secretary for Lands and Survey, asked for the necessary agreement between tho Masterton Borough Council and the County, Council, in reference to the repairs of the Waipoua Bridge, and its future maintained in order that a proclamation may be made. FINANCE, The report of tho Finance Committee was read and adopted. Accounts amounting to £1,69916s lOd were passed for payment. engineer's report.
The Engineer's report was read and adopted. WILLOW PROTECTION. Mr W. C. Buchanan wrote pointing out that willow protections were calculated to do damage ( when being cut) to land and fences along river courses, and suggested that the Council petition the Government for power to prevent the blocking of streams, Unless removed beyond flood mark, the willow cuttings would be liable to star.t plantations at intervals, and bo block the rivers, Tjj.o Chairman said that the experipjeivts <jf the Engineer wore not successful Xlio willows seemed to grow better after the applications of the arsenic. SAUNDERS' FORD. The Chairman was authorised to
sign the agreement re grant of £4OO for a bridge over tbe Tiraumea at Saunders' Ford. GENERAL. It was decided that the slaughter licenses applied for by Mr Eaton Mr G. Kilsby, and Mr Devonport be granted, provided the requirements of the law as to advertising, etc., have been complied with. The Engineer was authorised to anticipate £2O for work on Bridge Creek, if tliore was no balanco out of Masterton Riding grant. Resolved that an advertisement be inserted in the newspapers re straying cattle on Tawatai Road. Resolved that the engineer be authorised to expend £2O on repairs from Tenui Ford to ff.F.C.A. store, and metalling the approach to the Tenui river ford. It was decided that a return of staff-expenses similar to that of last year, be prepared by the Clerk for next meeting. RATIN'O AREAS. Cr Guild proposed and Cr Smith seconded, that the Council take steps | to have a map prepared showing the; •Loan rating areas, (County and Road j Boards), and the amount raised in j each by special rate, calculated on the land value of 1895. An amendment was moved by Cr Stuckey that the Clerk and Engineer be directed to make an estimate of the cost of preparing each plan and estimate, The amendment was carried. i BY-LAWS. Resolved that the By-laws as drafted by Mr Bell bo accepted, and the draft referred to the Engineer to draft a schedule. TIHBKIt TRAFFIC. The Clerk was directed to apply to the Government to declare timber traffic in the County" heavy traffic," under section 30 Public Works Act, 1894. TIKAUMU lIKIBOK. Resolved that noon on Monday 18th March, and Saunder's woolshed, bo the time and placo for holding a preliminary meeting of ratepayers re £1)00 loan for Tiraumea Bridge, Cr Smith being appointed to preside.
