(Received March 15,10.30 a.m.) London, March 14, yf Lord Ripon has declined to guarantee a Newfoundland loan, but is arranging to send a commission to the Colony to enquire into the distressed condition of the people and offers to supply public funds to assist to relieve their poverty.
