THE BRITISH NAVY.
(Received March 13,7.30 p.m.) London, March 18. Dr B. Robertson, M.P., Civil Lord of the Admiralty, in the course of naval statement in the House of Commons, said that the attempt to recruit the navy from tho mercantile marine had failed. _ He estimated the cost of construction for the comingyearat £5,400,000. one-half of which would be spent on battle-ships, A loan of £8,000,000 would bo required for work at Portland, Devonport, Hongkong, Gibralter and Dover, which would bo met by terminable annuities not exceeding thirty years' currency. Tho eight hours system in dockyards had proved a great success. (Received March 14,11 a.m.) London, March 13. The complete programme made under the Naval Defence Act will be finished this month. The expenditure amounts to £22,241,000, being £750,000 in excess of the original limit. The battleships to be constructed during the current year belong to 1 ast year's programme.
