(Before Mr T. Hutchison, S.M.) DRUNKS. A firsfcoffender who pleaded guilty to a charge of drunkenness was convicted and discharged, Wm, Fraser aho pleaded guilty to a similar charge, andwaß fined 5s or in default ordered to be kept in the lockup for six hours. BOROUOU BY-LAW CASES. H, Cole was charged on the informationofJ.C.lngram,thoßorough Inspector, with carrying parcels on his vehicle, not being licensed to do so. Accused pleaded guilty, and said he was not aware that he was not allowed to carry parcels, His Worship imposed a fine of Is without costs.
Alf. Coy, expressman, wasobarged by the same information with carrying passengers without a license ; contrary to the By-laws, Accused pleaded not guilty, Mr Ingram said that this case was brought to get the ruling of the Court on this point on which there was a difference of opinion, The accused earned passengers from the Akura Raco Course into Masterton, not out of the Borough, Accused; contended that tho By-law was bad i and claimed that they had no need to pay for a license to bring passengers from a district outside of the Borough, His Worship said that the By-law did not allow him to do this, and it appeared that the Act gave the Borough powor to mako this By-law.
_ Accused said he had asked for a license for the express, but was refused,
MrHathawaystatedthatexpresses always got a special license for race days and special occasions by payment of the fee provided. _ His Worship said he would tako | time to consider tho question raised and given a written judgmentatneit sitting,
