Owing to the refusal of tliepeoplo to pay taxes, the Turkish troops fired on the peoplo,killing thousands, and destroyed 25 villages, The Turkish commander accuses the British Consul at Van, who reported this massacre, of having incited the populace to revolt. Tho Armenian Patriotic Association is sending a momoiial to Earl Kiniberley, British Minister for Foreign Affairs, urging that the decree of tho Berlin Conference should be amended, and an end bo put to tho Turkish regime. It is alleged that the Turkish Governinentdirectlyinstigfttcdviolenco. The details of the atrocities aro appalling. l''rom six to ten thousand peoplo were slaughtered regardless of age or sex. Nine hundred women, after being outraged, were hacked to pieces. The American press declaro that some of tho most attractive women were offered their lives if they abjured tho faith, but that they declinod to do so and were killed, The authorities hero declare that tho real explanation of the matter it that Armeniau brigands, with insur gont Kurds, outraged Mussulman! and Christians, and that it was only by means of the regulars that ordei was restored. ■
