JUVENILE SMOKERS.
The Bill introduced into the 'fasinanian House of Assembly by Dr Crowfcher to prohibit tho smoking of cigars and cigarettes by children of either sex under tho age of 16, years, provides that any oonstnblo may lay hand upon any child found smoking a cigar or cigarette in any street or any other public place, and'may take such cigar or cigarottd'from such child, and may demand/' his: or her name and residence?! Evory child guilty , of a secoridSffenco against the act may bo taken by any constablo before a Justice of tho Peace; who may order such ohild to be detained for a period not exceeding twonty-four hours in any place that may bo appointed by tho Governor for tho purpose Every pdn'stttble i who shall bring bofpre a Justice of the Peaco any child who shall bo ordered to be detained, shall forthwith inform tho paront or guardian of such child of tho order, and if tho parent or guardian shall apply for tho release of such child, such roleaso shall be grouted. Every child who shall appear to any constablo to bo under the ago of thirteen years may bo treated by such constablo as a child within tho meaning of tha Act, '
