Lord Rosobcry,'speaking at Sheffield, opposed the scheme for a Channel tunnel, ns it was essential, lie said, that England's insular position should be maintained, by which means sho was enabled to retain her personal neutrality longer than other nations. A revision of the Constitution was, he declared, inevitable, and in order to achieve this, the Government would, at the proper time, propose a resolution that the House of Commons should bo the predominant partner in the partnership with the House of I Lords, and would, if necessary, appeal to tho country on the question,
