CoMi'LAlNf is made by some sagacious critics that Mr Hutchison, S,M.j as Chairman of tho Licensing Committee, does not despatch • business with closed eyes and ears, but actually goes to the extreme length of requiring evidence in support of applications.. Twenty yeays ago we used to report the proceedings, of a Licensing Bench in which Mr H, S. Wardell occupied precisely the same position that Mr Hutchison takes now. Mr Wardell then conducted the proceedings exactly in-tho same manner as Mr Hutchison does now, and we cannot conceive that any competent, responsible, or sane official could conduct thorn •; in any other way. ■ '; - .
