A LICENSING POINT.
Another licensing complication has the question being "Who is to issue licenses?" Local bodies claim the fees as of old, and the-local body appointed for the general administration of the Licensing Act, is in doubt whether tho issuing of licenses is a part of its duties. The (hlciilty locally is between tho AYairarnpa North County Council (the body having authority under clause 9, of 1893 Act) and tho Borough Council, the Treasurer of the latter body (Mr 11. Brown) contending that fees from tho licensed liouscswithin tho Borough must be paid direct to him as Treasurer, and ho will issue licenses, On the other hand, utter tho oxpiry of the fourtecudays from the granting of certificate for license (Juno 23rd), when the police apply to tkc Clerk to the County Council (MrR 6. Moore) to know whether licenses have been taken out in all cases, he can only reply that ho has issued so many! What the position will bo then, remains to be seen,
