The Provincial Government are to have wide local powers. The ampins revenue of tho supreme Government is to be apportioned to the provinces, partly on a population basis and paitly on an occupied mileage area basis. Certain departments of tlio Public Service are to be removed from political influence, and have their headquarters some iu Sydney, somo in Melbourne. Ono High Commissioner's establishment in London is suggested; and one Supreme Court. Tlio title of the Federation is to bo " The United Colonies" until the othors coino in, when it should be "Dominion of |Australia,"oy.': United Australia,"

The; Sydnoy Morning Herald says Sir George dobs' unification scheme will never be anything more than a dream, Tho whole scheme is a visionary oiie, and it would be waste of time to criticise the details.
• Tho Daily Telegraph looks upon the scheme as a practical annexation of Victoria. Its two distinctive features are originality and audacity. It is original because no Federationist other than Sir George Dibbs would dream of confusius'unification with Federation, and audacious because of its proposal to sweep two colonies out of oxistonce and creato ti new one,
