MINERS' CONGRESS.

Very Stormy Proceedings Behlix, 19th May. The proceedings at the Miners' Conference have been stormy throughout, owing to the jealousy of the Continental unions on account of the fact that the British delegates represent moro miners than all the rest, There is much impatience at' the practical character of the British delegates' proposals nnd their masterful and scornful treatment of some of the French Belgian, and German proposals. There is a divergence on the subject of _ the living wage, aud when it wns evident that Great Britain would outvote all other delegates there was great uproar, and there were cries that Great Britain dominated the Conference. Great confusion resulted, and the British delegates retired, and have now returned home, after having been in conflict with the foreigners throughout the day, Bkblik, May 20. At the Miners' Congress the French and Belgium delegates proposed that au International _ Committee should be formed to limit the production of coal. Tho British delegates laughed at the idea, pointing out that uutil the mine! were nationalised such a committci would be useless. Ultimately the pro posal was withdrawn, aud a icsolutior was passed in its stead in favour of in flueuciug the nations to use legitimati means to prevent over-production,
