WAIRARAPA SOUTH COUNTY COUNCIL.

A meeting of the Council was held lon Saturday. Present: Crs H. R. Bunny (chairman), H. Braithwaile, J. Martin,W. Candy,C.Phillips, A. Matthews and W. Booth.
An apology for absence from Cr Buchanan was accepted and Cr Elgar was granted six months leave of absence, while ou a visit to England,
The annual balance sheet was read f ; ii(litGcep(G(l, subject (qftiidii, '' A letterwas read frohi tlio Mayor ofGreytown, asking the Council to co-operate with the Greytown Borough Council in securing a Government grant towards bridging the Waiohinc river nt Matarawu.
It was reeolved to accede to the' request providing the County Council was not called onto provide any funds.
■ It was resolved to supply the members of the Licensing Commits tee with copies of the Licensing Act, Also to pay the Clerk to the Licensing Committee a salary, as recommended, of £25 a year, and charge the same pro rata to the bodies receiving tlio license fees,
Messrs C. Ticehurst and J, T. Hodder were granted slaughter house licenses. .': '■
It was resolved that the petition to proclaim an irrigation district at Moron stand over till next meeting to complete tlio requisite number of signatures, " ; Permission was granted Cr Philips ,to withdraw his motion, of whjch ho iftdjgiTeri notice; fertile ):oippvol of BrjCouaty offices to Gi'ej town,- '■■■
A Committee consisting of Crs Braithwnite, Booth find the Chairman was appointed to confer on the advisability of holding future Council meetings at the Borough Council Chambers,
Cr Martin brought on the motion standing in his name, "That this Council is of opinion that the present system of allowing large bodies of unemployed to roam about the country levying blackmail on settlers should be discouraged, and that a Committee be appointed to arrange for the establishment of food and lodging depfits at convenient distances in the county, That, if necessary, an extra poor rate be struck to meet the cost."
The motion was seconded pro forma by Cr Phillips, who, however, strongly opposed it, blaming the Government for the present distress. lu this he was supported by the Chairman and Crs Matthews, and Booth, the latter stating tho Government Labour Bills had killed contracting throughout the country, The motion was lost, as was likewise a motion by tho same mover: "That this Council communicate with the Government and ascertain if they are prepared to assist iu the establishment of small relief works for the unemployed on .useful roads to be approved of by them." The chief objection against this proposal was that it would prove a bait to lure more unemployed into the district.
