MASTERTON BOROUGH COUNCIL.
Ordinary Ming.
The regular fortnightly meeting of the Masterton Borough Counoil was held last night. Present: His Worship the Mayorand Councillors Heron, Hessey, Dixon, Mutrie, Feist, E, E, Chamberlain and W. Perry. MINUTES. Tlia minutea of the last regular meeting and a special meeting were read and confirmed, . Councillors Heron, uiutrie and Chamberlain were announced by the Clerk to have been re-eleoted, and made the usual declaration. CORRESPONDENCE Mr L. Smith wrote asking that a few loads of gravel be pus down on the path near his residence. _ From the Wellington City Council giving the cost of street-sweepers at £65. Mr E. Larcombe, of Palmerston North, wrote, offering to lay a scheme before the Council for the disposal of sewage at a small cost by a method suitable for nn inland town. RESOLUTIONS. It was resolved that Mr Larcombe's letter be received, and that he be informed that the Counoil could do nothing at present. It was decided to refer Mr L, Smith's applicution for gravel to the Works Committee.
Ou the motion of Cr Heron, the Gas Manager was authorised to purchase piping and gas fittings as required,
ORDINARY, Or Feist draw attention to the state of the roof in the Library. He would move that a plumber ba employed to <repair the leak. Or Dixon seconded, and the motion waß carried. _ It was also decided that the question of papering the Reading Room be left m the handß of the Library Committee. The newly elected Councillors were re-elected to all committees, and Cr Heron was re-elected Chairman of the Works Committee.
THE QUEEN-BTREET FOUNTAIN. The Mayor said he wished to britig forward a little matter, The fountain in Queen-atreet was now in a very disreputable state, and, as be under" stQod, for a small expenditure it could be put in order. He believed that the Town Lands Trustees would assist, and in that case he should be inclined to move that the fountain be put in order by the Council. At present it was simply £SO wasted. Or Dixon seconded thu motion. Cr Heron said he should like Cr Dixon to explain how a man could get a drink at the fountain without asking a friend to ., lend a hand. The pump w«s so fur from the spout that it would, lake two persons to got a drink oven if the water could be pumped up, Cr Dixon saul the water would run long enough to get several drinks." Cr Mutrie thought they ought to ascertain theco-tbelore taking action. Cr Hessey said he hid heard that a horse or a dog or somethiug of the kind had got down the pipe. The Mayor said the thing wob badly planned in his opinion, It would be beet to ask the Town Lands Trust to join with them in the expense of putting the fountain in order, and then two members of tLa Trust might act tiß a commiiieo with two members of the Council to report on the coat, etc., to the two bodies. He would alter his motion to this effeot.
On a division being taken the motion was carried by the Mayor's casting vote,
Cra Heron and the Mayor were appointed to represent the Council n the matter, APHOPOSAI Tho Mayor Baid it had ocourod to him that it would be a wise thing to appropriate a portion of the proposed loan to the amount of say J-8,000 to make the unmado roads of tho Borough, and to repair the worst I roads, This might be placed before the ratepayers when the water proposal was put before them, The general fund would not permit of these roads being made, and if tho sum were appropriated it would still be at the option of the Council to uso it, fle would therefore move that in the event of a poll for £30,000 being oarried for water and drainage, an appropriation of £3,000 be set apart for roads. His objeet in bringing this matter forward was because it was necessary to lay full particulars before the ratepayers, Or Hessey thought the matter came upon thorn rathor suddonly. Cf Dixon seconded the motion.
I Or Heron said they had mado the most of their streets by sovapiog. He thought they could do without £3OOO for roads and streets. Ho hoped that this ivould not be supported, It was amusing to hear SOOO and £30,000 spoken of so lightly, Or Feist said he was doubtfulabout this £3OOO for making roads. At the same time he hoped the loan for drainage and water would be carried. The Mayor said he did not think Councillors quite understood' the position, If the money was not used they would not have to pay for it, It was merely appropriated in case they wanted it,
Cr Obamberlaiu thought that if: tho drainage loan was carried the whole £BO,OOO would bo required for it. If they meant to talk about roads they had _ better go in for In his opinion it was no use spending tnqney to make roads to let grass grow oa, They had got on very well before and ho thought they could do without borrowing for roads. • Or Dixon said (bey wonld be doing no barm in placiog the matter before the ratepayers, The. Mayor said that the Council took quite a wrong view of the thing. It was merely to provide a fund which thoy could go to if they wantedit The motion was lost Oft division, Crs Feist', Mayor only voting for, \t\ ••'.:,'. ACCOUNTS.
