FEATHERSTON TOWN BOARD.
Monthly Meeting,
The usual monthly meeting of the Town Board was held on Monday evening, there being Mes,p W. Cundy (chairman) G, Reynolds, J. Barr, and J, Beel, The minutes of the previous meeting wore read and confirmed, The treasurer reported a debit balance of £42 2sßd. Accounts amounting to £l7 5s 8d were passed for payment, Correspondence'inwards was road from Mr J. G. Cox stating that he bad.bought someproperty in Wallace street for £l6O, and found it valued in the valuation roll at £3OO which ho considered was a mistake.—Tbe Olerk explained that since writing tho letter Mr Cox had callod mid paid the full amount of rates. The Inspector of the Eoundkeepor's book handed in tbe sum of two shillings. The clerk reported the receipts of the evening as follows:—Dog registration fees, }ss Gd; rent, 16s; hawker's license, 6s, ' ! Tho Ranger and Inspector of Nuisances' report was read, Mr Bcale complained of tbe number of cattie straying in the streets,. and considered tbe Inspector of Nuisances very lax in bjs duties, Jfp also complained thai oertajn precipes iu Rmns-street; were in a very flltby condition,
The Collector reported rates col-lected-for the past month at £l4 9s 2d, Mr Reynolds requested that immediate steps be taken to compel the payment of rates in arrears, Tbe Works Committee's report was read, . i

It was resolved on the motion of Mr fieale that, tho resignation be accepted, and that applications be called by next meeting for a successor, . Mr Reynolds requested that the balapoo sjjefjts be posted on tho wal), ';.'•; ■":'.:"' •" '•'•' It was resolved on the motion of Mr Beynolds thatalist of defaulters of cemetery dues'be laid oh the table',also a list of .those in arrears of last year's rates." ,iti otdet he would nvwe that a poll of Jihe ratepayers bo taken for a loan of for a water and drainage scheme, His object iu making the amount so much in excess of the estimate, wua that it was not permissible to raise a second loan for extension or repairs, after the first amount was ruined, No interest would have to bo, paid, and it was as well to obtain enough, If the, matter was plaosd before the ratepayers they would have an opportunity to accept or reject the the proposal, It was desirable to place a scheme before tlio ratepayers to really ascertain their feeling on (ho matter, He was of opinion that all the Council—even those who did not approve of the scliemo in tolo~ should vote for the motion, to enable the ratepayers to have an opportunity of expressing their views. The measure before them was a highly important and one the Council should not block, Disease might break out and commit great ravages because the town was not in a sanitary condition, The matter would have to be faced at some time, and the sooner the better,
Cr Dixon seconded the motion. He thought it was a matter that tho ratepayers should have a say in, aod then the. Council could no longer be twitted with not giving the ratepayers an opportunity of getting a water supply, He was afraid the proposal would not be supported owing to its QKponse, He was in favour of improvement, however, but did not think the ratepayers would support the scheme. Cr Heron said lio should vote against the scheme, hut should vote for tho Mayor's motion, so that the ratepayers might have an opportunity of voting, He had mml hopes that the loan would be carried, and,in fact, hoped it would not. A public meeting was necessary to ascertain ho# the ratepayers viewed the matter, Cr Culleh spoke in favor of the scheme, and said he should support th() motion.
Or Reßsoy sfiid ho would vote in Eavov of the payor's motion, He however, felt sure that thore was ho probability of the scheme beiug carried, Tho papers had said a deal about the mutter, and he agreed that drainage pd a water scheme mi desirable, but a 2s Gd or perhaps a 8s rafe was not desirable, and he should not bo in favor of the loan. The gas had proved rather a sickener.
Cr Cullen said tuorowas no need to go into details. Councillor!! would have an opportunity of " firing off " at the public meetiog. After further desultory discussion the Mayor explained in reply to Cr (Julieti that interest would only have to be paid on the amount used and not on the whole loan as soon as raised, Tliii jngfjon was, th.ep put apd carried, ' ' :"' A public meeting will therefore be held at an early date, after which a poll will be taken on the question,
