The nominations for tbo Borough Council yesterday show that at b critical tiuie the ratepayers of the town are very indifferent''to' its interests. An important water and drainaga project does not arouse them one iota,' Of the business rnep of the town we cun say but little in this matter. Just now trade is languishing, and it is a toss up whether we are not about to have a bad season. Business men are complaining, but what ia the use of that when they throw away their chances. Here is a project which will lead to the employment of a great deal of labour and which will circulate a great amount of money in the district, ami yet apparency they, take no interest in it. 'Wp jib not' say they should either support or oppose it, bul tfedo maintain thatj they display an utter lack of intelligence and enterprisß when they manifest no interest in the biggest proposal fop the improvement of the town that has yet been put forward, Of course as yet the plans and specifications have not ueen on view, and till the Borough Councillors had considered fhem they were kept (I'om the. public, but it is pf immense importance tliat the business men of the town should. Sep thaf they are put beforo the. ratepayers, in such : a manner that they Way havenfair obanoe of being acpepted, It is known that with the exception of the Mayor the project has no hearty support in the Borough Council and may be snuffed out without receiving adequate attention,' We understand that Mr King, the engineer, bas done his part, and that his plans and specifications are unlikely to be disapproved of. The whole question will turn' on finance, and heto is needed a financial plan and specification for tbo guidance of the ratepayers, If this has beeu prepared, sbpwihg what the probable receipts wjll he from wafrr supplies for household for fire for irrigation purposes, and for drainage purposes, the Council has been able to make up its mind as to whether it ought to recommend the project to the ratepayers. But if all necessary finanpia) tables have not been in preparation, 'hpn 'ho Question cannot be intelligently discussed either by the Council or Hie' public. Wfi| believe thai it'will tax tho skill of I the best businessmen ip this town to determine tbe financial results of a project of this description, and that it would be a wise course for the Council to invito a committee of leading busiSegs experts, to: report upon the naupial aspect of the project.
