Legislative Council, TUESDAY, JULY 18, NEW BILL. /"Write Westland and Native Reserves *' Aovb*B7, Amendment Bill, introduced by the Hon H, K, Taiaroo, was read tbe first time, ADJOURNMENT, ' After some debate the Council de« cided to adjourn on its rising until ■Wednesday in next week. MIDDLE ISLAND NATIVE LAND CLAIMS. The Hon H. K. Tairaroa continued the debate on the motion—' That it is expedient that the present position of the Middle Island Native land claims, and the measures taken for the settlement of the eame, should be explained to the Council.' The motion was then put and earon the voices. NEW ZEALAND INSTITUTE OF JOURNALISTS BILL. Thejfe. W, McCullougb, in moving the second reading of this Bill, said its object was tbe incorporation of the New Zealand Institute of Journalists, which was formed for the promotion of whatever might tend to the elevation of the status and tho improvement of the qualifications of all members of the journalistic profession, tho securing of the advancement of journalism in all its branches, the obtaining for journalists as suoh definite professional standing, and the promotion by all reasonable means of the interests of journalists and journalism in New Zealand.

The Hon. Mr Scotland opposed the

Bill for the reason that there was in cliqueism, that it gave the * journalists incorporated under it the power to eot up whatever Btandard they pleased, and no doubt it also gave them the power of showing a Bpirit of favouritism and eiclußiveness, He expressed a hope that if the Bill were passed journalists would •rfi T filll/lß<vT"' their institute all those individual? who were not calculated to Bhed lustre on the profession. \ The motion of the Becond reading was carried on tho voices. The Hon. S..E. Shrimski called for a division, and immediately afterwards roso in his place and complained that the W. McCullough had called him a "humbug." The Hon. Mr McCullough said he only used tho words in jest, and expressed his willingness to withdraw them, . The second reading was carried by 28 to 3.

LABOUR BILLS COMMITTEE. On the motion of the Hon W. P. Beeves, a committee to consider the Labour Bills was appointed, its members being Messrs Biiohanan, Duihie, Earnshaiv, Fish, J, Kolly, Tanner, Pinkertou, tiandford, Oapt. Russell, and the mover. THE FINANCIAL DEBATE. The Financial Debate was then resumed, and continued until the adjournment of tho House. LICF.NSEB FOR TOBACCONISTS. In reply to a question by Mr Guinness, yestorday, as to whether the Government would bring in a Bill to rogulatc the sale of tobacco, by issuing licenses to tobacconists, the Colonial Treasu'or said a Bill on tho subject was now under the consideration of the Government. Mr Guinness says there is no difficulty in tho way, as there is a demand from those in tho trade for such a luw, and, moreover, a large reveuuo will be obtained,— Times.
