PARLIAMENTARY.
(By Telegraph.—Preßß Association). Wellington, Thursday. In the Legislative Council yesterday the Libel Bill was read a second time on the voice 3. The Hon Mr Bigg spoke strongly in favour of the measure, which he hoped would leave the Council in such a state of completion that there would bo no possibility of its being rejected in the Lower House. Tbe House met at 2.80. It wbb agreed to postpone the Financial Debate till Tuesday week, Mi'W, O. Smith's motion for the abolition of the totnlisaior waa talked out to the 6,30 adjournment. The House resumed at 7,80, when Mr Fisher's Small Debts Prevention Bill, in which it ia sought to prevent tho recovery by retail tradesmen of a debt not exceeding £lO for goods supplied, was shelved, the measure being generally condemned, Mr Fisher's Intoxicating Liquors (Supply to Children) Bill, prohibiting tho supply' of intoxicating liquor to children under the age of 13 was read a second time on the voices, The Corrupt Practices Prevention Bill, introduced by Mr Scobie Mackenzie, was read a second time without a division, Tho Hon. Mr Beeves soid the Bill could be made a good ono in Committee, but in the present form it was not an improvement on the piesent Act. Mr Ward's Conservation of Rights Bill and Representation Bill were read a second time. The House rose at 10.40 p.m.
