SANITATION IN MASTERTON.
deport on Existing Nuisances.
The following report on the state of the town, made by Mr Ingram, Inspector of Nuisances, was laid before the Maiterton Borough Council last night To His Worship the Mayor and Borough Councillors Gentlemen, I beg to submit the following report: -(1). The town iB not in a satiafactory sanitary condition, owing to there being no drainage, (2). The appliance provided by the Council for the removal of the nightsoil, is not sufficient. |8), Thero being no regulations respecting the removal of refuse from back-yards) the Inspector finds difficulty in getting it removed, and suggests that rubbish should be re* moved every week. (4). Mr Elkins' premises in Dixon Street are not in a satisfactory state, the poultry.pens being 100 near the footpath and the urinal a nuisance owing to not being in proper order.
15). The Town Creek is in a bad state owing to the water being dammed back too long. Flushing twice a week suggested to keep the channel free from debris.
(G). Mr 0. Hughes' backyard re-' quires drainage and more attention. J), Mr G, Dayah'a premises are not satisfactory, but not a serious nuisance. Tho causa is a stagnant watorhole which Mr Daysh has arranged to bare filled up. (8), Notice has been served on Mr E. Jones with respect to hia premises, and complied with. (7). Mr F. Eolloway has a well tißed for drainage purposes, which it is recommended to close, owing to its depth being equal to the wells used to obtain water for domestic purposes. A watertight oesspit should be substituted,
(10), Mr Phillips (Occidental Hotel) hay also a well used for drainage purposes. Sauio recommendation as in Mr Holloway'd caao. (11). Tlio Inspector recommends that coaspoola in the town which nre not watertight be at once closed, and that n light water cart and pump be obtained for emptying oesspits for house drainage. (12). Tim Union Boardinghouse, kept by Mrs Guntber, is in on unsatisfactory state. Closets are Jirty and yard generally. No drain nge. Recommends all Boarding Houses should be licensed, and sanitary appliance be inado compulsory according to number of boarders. Notice given. (18), Premises of James Petrie unsatisfactory owing to accumulation of stable manure and dirty oloset. Notice given. (14), The Cookburn Block (corner Queen and Hall Streot) is at present in a passable condition. Recommend the building of a cesspit, for stormwater, in the yard to keep it dry. (15). Notice has been sent to Weller Bros to remove accumulation of uanuro and to clean up their back yard generally. (16). Notice has also been given to Messrs Mandel, Wickens, and others, to clean up their yards, (17), The Inspeotor recommends that the mud be taken away from (juee'n-street as soon as scraped up, as it becomes stagnant and a nuisance.
(18). Stagnant water in the watertables ' is, in certain places, also a nuisance.
(19). The compulsory removal of nighUsoil from dwelling-houses every week, and [com hotel's and boarding houses is recommended. Also the compulsory use otdeodoriscrs at hotels and boarding-houses. (20). If there is no likelihood of a drainage scheme near at hand, the Council is requested to provide another night-cart, a dust-cart and a water-cart with pump to clean out cesspits, the Council to regulate the ! charges for the work. The Mayor said the matter of nuisances was not affected by the By-laws and they could regulate these natters from time to time. He quite agreed with the Inspector's report regarding the removal of nightsoil. The Council could also cause cess-pits to be made and wells closed up if fcnnd necessary, He thought it time some decided action was taken, and he would therefore move that all persons' mentioned in the Inspec» tor's Heport be notified, in terms of the Municipal Corporations Aot, that if the nuisances complained of be not abated within fourteen days, further action be taken, and. the Inspector to report at next meeting. Cr Hessey seconded, and the motion was carried.
Referring to the mud and stagnant water, tho Mayor said he understood the Overseer had attended to the matter. It waß deoided to refer the report to a Committee lo deal with the matters affecting the Council, the Committee to consist of Crs Cullen, Ferry, Chamberlain and Heron,
