I Monthly Meeting, j The regular monthly meeting of the f Wairampa North County Council was held yesterday afternoon at 2 p.m. , Present: Councillors W. H. Beetham . (chairman), F. Maunsell, Handyside, ) J. Stuckoy, D, Guild, Eli Smith, F, • von Redin, 0. E. Cockburn-Hood and Groves, r MINUTES. , The minutes of the last meeting ' were read. Soiu6 discussion followed rc the ap--9 poinlment of a representative from tho Council to the North Wairarapa Benevolent Society. J Cr Guild said there had been some j misunderstanding. He was quite prepared to resign in favor of Mr R. T. Holmes, who, living in the town, J would be better able to undertake the r duties of Chairman than himself, 0 The Chairman suggested that the t minutoa be confirmed and tho matter 1 brought up again.—This course waß i adopted. CORRESPONDENCE. Inward correspondence was received • from Mr F, E, Tatham, stating he j will require compensation for tho land required for tho road from Homewood to the Kaiwhata River, and with- '• drawing his previous offer. 8 From G. Edmonds, asking eonces--11 sion of 14 daya from the "Wlieol Tyro J By-law. j _ From W. White, asking an ad. ,t joummont of the case against him for i- rates. > From the Chairman of tho News man School Committee re condition of j the drains opposite the sohool, | t _ From Masterton Road Board, stating that they were prepared to contribute £25 toward the morgue, con- '< ditionally. From Cr Guild, resigoing his posir tion ns a member of tho North Wairarapa Benevolent Society.—The re--0 signation was accepted. '• Cr Guild proposed that Mr R, T. ® Holmes be appointed.—Cr Beetham 3 seconded, and tho inotiou was carried. .. He would . suggest that the appointment be made a and a district be defined, f Seconded by Cr Groves and carf ried. 5 GENERAL, a The application of Mr Nicholson r saddler, of Eketahuna, requesting 1 permission toorecta horse post, was • granted. 1 The complaint of Mr Bodmin, of J Haivera, near Eketahuna, that his o horse was illegally impounded, he . having tenderedls as driving fee, was t next dealt with. • Cr Yon Redin moved and Cr Smith ™ seconded that a legal opinion be taken jj as to the duties of rangers. e The application of Geo, T. Day to j, havo his name placed on the Countj if Roll was granted. o Nia Lund, roadman at Eketahuna, e wrote stating that the drains opposite 5 the Newman School could not be J attended to at present, Stray cattle s did considerable damage to them, 6 Cr Von Redin said it would be o advisable to appoint tho Eketahuna it Board's ranger as an assistant ranger • He would move that William Neville 0 be appointed.—Seconded by Cr Cock- ° burn-Hood and carried. 1 A complaint from Nis Lund, that tho Ranger at Eketahuna had ima' pounded geese belonging toasettler&t e Hefty's Road was laid before tbo !, meeting, Cr Von Redin explained that tho I Ranger had impounded the geese s under a misapprehension, e The application of Mr George Ed- « monds to be exempted from the pro-, () visions of the Wheel-Tyre by-law, for 6 fourteen days, was refused. J Constable Nestor, of Eketahuna, e was appointed to take tho various County • offices held by Constable Roche, removed, 1 The application of Mr John Johns--1 ton to have his name placed on tho 3 the County Roll was granted, A PETIIION. a A petition was received from certain ; settlers at Mangamaboe praying tha . they be permitted to form a separate J road district to enablo them to bettor carry out cottain road works, Mr J. Dagg, who with Mr Piatt, was in attondance stated that their object was to get the monoy for the formation of roads to their property, before tho coming spring, Or von Redin pointed out that nothing could be dono until the poti-. tion had been examined, and it could bo considered at tho meoting of delegates. Mr Dagg said their object was to | savotime. The Chairman said it would be , advisable to allow the matter to stand over until the delegates from the various Boards met, on tho 7th June, The Counoil would take all the steps they could to expedite the matter. kaiwhata hoad, Plans of the Kaiwhata road, located 88 far aa the Native Reserve, were forwarded by Mr L, Smith, Government Surveyor, The Chairman pointed out that they understood tho road was to be located and legalised right down to tho Bay. 110 was sorry to see the ; matter again stuck up, Cr von Redin moved that tho letter : from Mr Smith bo referred to the Commissioner of Crown Lands, Seconded by Cr Smith and carried. 1 Tho Chairman moved that the road 1 leading from Homewood to the 1 Kaiwhata River bo defined. It had 1 been in use for thirty years psst and j it waa Ume the settlers obtained a legal right.—Seconded by Cr Smith ! and carried. BALLANCE MEMORIAL. 1 A letter was received from the j Wellington Trades and Labor Counoil, enclosing a subscription list towards the ereotion of a momorial to the late Hon. Jno. Ballance.-Thn letter was laid on the table. Or Groves said he understood it wu a very different kind of traction engina which it wsb proposed to introduce for genoral carrying, to the threshing, machine kind.
Or Maunsell said that he had seen Mr Skejr, who intended running the engines, and from what he was told by him, it was a matter not to bo hastily thwarted. The engines he understood were noiseless and quite different-, as Cr Groves said, to | usod to. Their wide wt®pould i also do the roads good,

Cr Guild moved and Or Stnckey seconded that tho above resolution be I resoinded,-Carried,
Cr Cookburn-Hood moved and Or Maunsell seconded, "That in th» opinion of the Council the basis of valuation for the purposes of locil taxation should be the unimproved value of land, and that tho maximum rating power of the local bodies should be incased to say 8d in the Carried.
Cr Guild moved and Cr Cookbnrp Hood seconded that a committee oonlisting of Cr Maunsell and the mover and seconder, be appointed to discuss the best method of bringing the subject before the Government and other local bodies.—Carried,
A potition praying the Council to merge the Alfredton Road Board into tho County was received signed br over seventy ratepayers. It was moved by Cr Smith and seconded by Or Guild that the petition be granted subjeot to the requirements of tho Act being complied vrith. Tho A, Vennell for a cattle was granted, k Tho meoting adjourned at ten minutes past six.
