Wairarapa Daily Times. [ESTABLISHED 1878]

FRIDAY, FEBRUARY 17, 1893.

Being the extended title of the Wairakam Daily, with which 11 is IDENTICAL

" Tub direct veto" is now the watchword of the Prohibition army. Of course, the regenerate more or less understand what tho direct veto is; but to the unregonerate it still is more or less a mystery. The Editor of " Tho Prohibitionist," our old friend, the JRev. L. M. IsiU, defines the direct veto in the following terms

" Now, when Prohibitionists ask tor the power of " Direct Veto," they mean that they must bo permitted to say at regular intervals whether they want any license at all iu their locaiity. The liquor traffic is said to exist for tho public convenience, owl the public nmst be permitted to say whether they want this kiudof convenience—not only whether an increase in these public conveniences is necessary, but whether cum of them are necessary or required iu the public interest. At present a Committee is compelled to do what the vote of the people should do at the ballot-box.

The definition is perfectly clear, but there is a vagueness about the comment On tho liquor traffic. This traffic, we tako it, has existed since the days of Noah, and neither the Editor of " The Prohibitionist," nor ourselves, are called upon to account for its existence, It may exist for the convenience of the publio; but it would be equally true to * affirm that it exists for the inconvenience of tho public. As w.e understand it, the part the public !)a.s to play lies and always has lain in tl)e restrictions deeped necessary for the control of tfie traffic, The State has beep wont through Parliament to impose these restrictions nnd at the same time to draw a gigantic public revenuo from them. We question the morality of the revenue but we quite approve of the restrictions as far as they may be necessary in the interests of good Government, If the State in its wisdom deemed it expedient to the welfare of tlienatjon that the restriction should be acolyte m should make no protest, but the State is ft partner in the liquor traffic, taking the lions 6bare of the profits and we cannot expect it to display too muob temperance virtue, It/Jqesseom, however, contemptihlo that the jiitate, jyjijle il holds aloof from exercising a reasonable restriction on the traffio, constitutes somo five hundred licking districts and gives each district the power to fight ot|t the right or wrong of the question for itself. It says to eaoli of these petty local bodies" You lnay give up your profits in the liquor traffto ifvou like, you may surrender your licensing feeß.but we cannot afford to give up Our share in the business I" Instead «f a battle in tho House of Representatives there 2!'e five hundred little faatto all over tho country fought with an ftiorjnoijß expenditure I of money,' .but "acffipani<s fi personal bitterness wtiicfi' itf worse. When parliament dare not face a difficulty it evades it by giving n power of local option, and we believe

ibis delegation of authority to be] vioioua. What we want to get lit is not which side has a uinjoriiy, but which aide is right. Prohibition!sis Will _ probably hold to the ancient maxim « pjpuli, vox <lei, but this argument is not sufficient for men who try to. think out the issuo for themselves.
