MASTERTON BOROUGH COUNCIL.

; Ordinary Meeting. The usual fortnightly meeting of the Masterton Borough Council was held last evening, there being presenters Heron (in the ohair), Bessey, Yates, Cullen, Mutrie, E. E, Cham* berlain, and W. Perry. ' OOBRESroNDENCE,' A .telegram from the Mayor (Mr C. A. Poivnall) stating that he, was unable to aUeud the meeting, was received. ■ An application from Mr W. Botty junr. to have his name placed oil the Burgess 8011, was granted. ' A communication from tho Oarter< ton Borough Council, informing the Council that Mr Burton Boys lyd been appointed to represent at the eleotion of a representative'on the United District Charitable Aid Board, was received. Tho Secretary, of, the Wellington Bonevolent Society wrote, informing the Council that it was necessary to appoint a representative for the eleotion of five Trustees. The election takes place at Wellington on December 6th..

Tbe Inspector.; ofNuisances reported that he had visited Mr Kiugdou's property again, and could detect no nuisance. He considered, however, that the complaint of the drain cbarging on to Mr Kingdoms fro* perty was a. reasonable one and thought it would meet the case if an arrangement could be come to with Mr Kingdon lo run' the culvert through his property.to Smith street. Tho'Chairman said there waß nothing before the Council to disouss, na the Inspector reported thatthere was no nuisance.

The Clerk stated that there, was no gas report as an enquiry on certain matters was proceeding which was not yet complete. The Chairman said lie would like to point out thai the Committee was. not very attentive, a number of meetings having been allowed to lapse for want of a quorum. The Clerk pointed out that the Committee was one member short of the proper number. Cr Yates was appointed a member of the Gas Committee in place of Mr T. E, Chamberlain. Cr Cullen said that when last on the Council he was a member of the Gas Committee, and they then used to appoint a visiting member to go down and interview the manager and ascertain how matters were going, The present Qas Committee was, in his opinion, not attending to its duiios,

Cr Porry said that Cr Cullen at that time looked so well after the Gas Committee that he interfered with the Works Committee (laughtor), STRAY CATTLE. Or Cullen moved that the County Ranger be permitted to impound any stock he might find straying in tho Borough, when driving stock from the County to the pound. 1 Cr Yates seconded tho motion. The Chairman thought a better plan would be to inform tho Borough JRanger that certain places appeared neglected. He was not in faviph) of appointing another ranger. Or flessey said that he knew of cases on'the Upper Plain where cattle'arid horses woro perpetually allowed to be at largo. They were always on the road, and somobpw never got caught. .He thought the rangers might agreo together about the matter. '

Cr Mutrie thought that if the ranger was not doing his duty, 6omeflim elso should be appointed. Or Oulfsra motion meant really the appointment of_ another ranger, and he did not think two rangers were required, The Chairman said he did not think Mr Ingram neglected his duties.
