Wairarapa Daily Times. [Established 1878.]

THURSDAY, OCTOBER 13, 1892.

Bemg the extended TITLE OF IDE WiiiiAiiArA Daily, with which it is tDBOTIGAL.

The " long," long session, has, at laat, come to a close; and of course the Ministerial organs lay the blame of the protraoted period on the Opposition. This is hardly fair; because, throughout, the Government bad a compact and strong majority at its back, and never for one moment forgot that might was right. Never had a Ministry each a favourable opportunity for passing its measures, and if it were handicapped, in any way, its trouble waa not an intelligent and reasonable opposition, but the ill-health of its chief, Tho Premier is, undoubtedly, the best man in the Cabinet for keeping a party together, sad during hiß j illness he vaunt have suffered much in watching the bold indiscretions of bis locum tmens. However, the curtain has fallen on the stage in time to save the party from disintegration at the hands oE Mr Eeddon, and if the Premier recovers his health, he will be able to undo much of the mischief which his somewhat reckless colleague has brought about. Is is contended: that tbe Opposition should have shown { some forbearance towards Mr Seddon, as ho occupied a trying position owing the sickness'of the Premier; but we question whether Mr Seddon is tho kind of man to whom forbearance could poSßibly be estended. A Minister of the drown, wbo threatens a somewhat aggressive M.H.R. with a pickle bottle, is not exactly iho kind of man to be handled with kid gloves. Four ounce gloves are perhaps more in his line 1 At any rate it may fairly be claimed for tho Opposition that it never struck foul blows and never hit below the belt. It is also contended that the Government had to face the destruction of its measures in the Upper House 1 while at tbe same time it bad refrained from exercising its power to appoint a dozen now members in that i chamborframits own party. Ministers had the power to save a!i their measures from destruction in that Houee and yet they would not use their strength, confirming thereby the general impression that they wanted their bills thrown oat by the Lords so that they might have a grievance upon which the? could appeal to thecountry. However, the Government has been able to carry through a few new Bills of doubtful value. We have a new land law; wo are always getting new land laws but there is never any finality about them. Proiiably bofore the Colony can rightly gauge the advantages and disadvantages of the new Act it wilt be altered. It is quite a toss op whether leases in perpetuity will be converted into freeholds or freeholds changed into leases in perpetuity. We oan only look forward to further changes, each una making tba task of efliciont land administration mote complicated and difficult. We can perhaps hope that the new Bankruptcy Bill vyilt be ' advantageous, for a time appears to be coming when, the bankruptcy business in this Colony will inoreauo. Labour bills have been: passed to meet the wishes of the trade unions, they musVnecessarily out both ways, uud ii tha particular class for whoso benefit they wore drattfd reap any deoided bounfltfrom them we shall be somewhat surprised. The recess now ..begins; daring which the hew Government will inaugurate, their new measures and ooljtet laeir new taxes; It will rajriain to ba- seen ' wneitiw iU dominant Wieg ®S tlis

We notice that "Aitken's Tradesmen's Cash Book," which was well received at ifcß last issue and was largely sold by its proprietor throughout the Wellington province, is to be brought out again for the coming year, and that this time it will appear in a conbidorably improved form. Besides containing convenientlyruled cash columns and 'weekly and monthly abstracts, it now includes pages for memoranda, and a tabulated cpaca for bills reosivable and bills payable. There aro many worse ways, says the Press, of beginning to lay by "siller" than anneilng a fat Government billet even if it be only for a Parliamentary session, provided it is one which necessi. tates an occasional journey through the country. This is how it is done. Ais iu office, takes his friend ii, who is bullock punching or hen farmint; on starvation and puts him into a comfortably plump billet, to which are attached certain inspection duties. The way to wealth is then clear. B goes on periodical " tours," and on the one or two guineas per dium travelling allowance, manages to live well and perhaps, if he is a " wee bit near," to sveu save a little of i that, while hi» hxed salary boos intact to STwll bis barking account.
