MASTERTON BOROUGH COUNCIL.
Fortnightly Meeting.
The fortnightly meeting of the Masterton Borough Council was held last (Tuesday) evening, there being present His Worship the Mayor and Crs Heron, Mutrie, T. Chamberlain, Gapper, Dixon and Hessoy. MINUTES. The minutes of the previous ordinary and special meotings were read and confirmed. CORRESPONDENCE, * From the North Wairarapa Gun Club, asking for permission to sboot within the Borough, From L. W. Loveday, asking for the payment of tho second instalment of the charitable aid. From Mr Izard, on account of Messrs Bhand, Mason k Co., requesting payment of the sum of £7812s Cd, instalment on fire engine. From HoraceF. Bastings, Dnnedin, forwarding circulars with reference to charitable aid. From the Clerk to the North Wairampa County Council, enclosing a copy of the resolutions passed at the conference of local bodies reoently held to consider the question of erectr ing homes for the aged and needy. From James 0. Ewington, requesting that his name be inserted on the Burgess List on account of part of ,TownAcre4B, From C. f. Gayfer, Martha Price, and Robert Fowler, with similar requests. RESOLVED, That the names of J. 0. Ewington, 0, H Gayfer, Martha Price, and Robert Fowler be inserted on tho Roll. That consideration of the circular from Mr Bastings stand over till next meeting. That the instalments on the fire engine and charitable aid be passed for payment. That the Council has no objection to the Gun Club shooting within the Borough, but in giving its consent the Council takes no liability whatever, OAS AND FIRB BBIOADB, The report of the last meeting of the Gas and Fire Brigade Committees was read. Cr Heron Btated that ho had inspected the sluice gates and found that Mr Carey had taken no heed of tho warning given him by the Council. Or Gapper pointed out that if Mr Carey completed the sluice gate for his own purpose it would bo useless to the Fire Brigade, The report, with slight amendment, was adopted. BOROUGH SURVEYOR'S REPORT, The Borough Surveyor roported that he had inspected tho entrance to the Theatre Royal at various times and found it in generally good order. If the sliding doors had to be altered, it would benecpssary also tonlterthe doors at tho Drill Hall and Temperance Hall. He atao reported that a certain building had been altered without complying with the building regulations, Cr Mutrie elated that in his opinion the most dangerous part of the Theatre Royal was the stairway from tho gallery (hear, hoar), No action was taken in the matter, The Surveyor was instructed to give notice to the person who had infringed the building regulations. BOROUGH LABOUR, Or T, Chamberlain asked if the Borough Overseer or Works Committee had power to dismiss a man without consulting the Council. 'He had been advised that Mr G, Smith had been dismissed at a moment's notice, with no apparent reason. The Mayor pointed out that Mr Smith's services had been dispensed with owing to physical infirmity, He had since been given lighter employment.
Or Heron stated that Mr Smith was physically incapable to do pick and shovel work.
Cr Dixon thought Mr Smith should have been given reasonable notice, The Mayor stated that Mr Smith would be given work when it was thought he could do it. SLUICE GATES, Cr Gapper stated that two sluice gates were necessary at Mr Carey's, similar co those put in by the Overseer in Bannister and Chapel-streets, Mr Payton had given hie consent to a gate being put in on his property, but aince then no action had been taken, The Mayor moved that Mr Carey's wator supply be out off unless be cornea to a satisfactory arrangement with the Works Committee with reference to the sluice gates. Cr Heron seconded. -Carried. THE AGED AND NEEDY, The Mayor reported having attended the conference of local bodies with reference to charitable aid, A Btrong opinion had been expressed against the system of outdoor relief, and it was admitted that the erection of a home would prevent a lot of fictitious applications for relief. Bo did not think the tax on the ratepayers to erect a home would bo increased. The cost of erection and maintenance of the homes would be computed, and the whole of the district would contribute towards it, They would be enabled by this means to get back some of the money sent to Wellington, The meeting seemed to be almost unanimous in favour of the erection of a home, As soon as a reply had been received from the Charitable Aid Board, another meeting would bo called, and active steps token to put into effect the resolutions carried. He thought the homes might be an established fact within twelve moi.tlis,
Cr Heron looked upon the steps taken as retaliatory, on account of the Wairarapa being refused severance, He could not see that any good would come of them. In reply to Cr Dixon the Mayor stated that the steps taken were only initiatory. CUUBCII STREET. The Mayor stated that the Trustees in the estate of Miss Jeans had expressed the desire that ChurchStreet should be continued through the estate to Oolumba-road. It was decided to write to Mr Beard (as one of the trustees) stating that the Works Committee would be clad to'bear him on the subject at its i next meeting. WEST BUSH ROAD, Or Hessey moved, in accordance with notice given, that plans and specifications be prepared and tenders called for the formation and metalling of West Bush Koad, There were about thirty chains within the Borough requiring to be made. At present the >road was in a dreadful condition. Unless it was made within the next few months the supply of firewood for the Borough would have to be obtained from Carterton or elsewhere. He thought expenditure necessary would be justified. Thp Major asked ]jh|»t would be the probable cost of the'work. •;
Cr Hessey: About three pounds a chain.
Or T. Chamberlain seconded the resolution. He thought, however, ihat the road should bo made in tho summer time. After further discussion tho resolution was put and carried unanimously, ■ MUD ALLEY. The Mayor gave notice to tnovo that in the Bill for taking over private, streets the road known as " Mtiv Alley, be inoluded. This being all the business tho Council adjourned.
