Proposed Appointments. [BY TELEGRAPH—PHIB3 ABSOOUIION.] Wellington, Wednesday. Mr W. Hutchison has given notice to move in the House as follows:—''That in the opinion of this House, appointments to the Legislative Council should be made as marks of honourable distinction, and it is consequently desirable that the Governor should only call to that Chamber such persons as have served tho public bb legislators or administrators, or who have sought tho benefit of the State in the depart{jjpents of moral or social reform, or Jjapplied themselves to the profession or promotion of literature, science, or art; andthe Gazette containing tho nomination of Legislative Councillors should set forth the particular service for which each of them respectively haß been nominated.
