THE ELECTORAL BILL.
Its Provisions. The Electoral Bill is ready, and will be distributed to-day; It contains provision for the woman's franchise, which is now, we understand, a Government question, The frecholdqualification is in the Bill, as it was in the Bill introduced last year, and the principle of one-man-one-voto is provided for. There is a provision for placing commercial travellers and shearers on the same footing as seamen; they aro to have the Bame privilege of voting on an elector's right though out of the district, The holiday is retained in the Bill, and' there is the same provision for purging the rolls. In all other respects the Bill is the same as the Bill which left the Lower House last session,
