is frequently difficult to find persons willing to take charge of the applicant for aid, and still more so to find proper and suitoblo guardians. Children, under these circumstances, are frequently improperly looked after, and aro not uudor rucli restrictions as it is advisable they should be in order to insure their becoming useful and wellbehaved citizens. It is found also that Hmthe system of boarding out is an exone, under which it is not improbable that others besides those immediately deserving of aid derive aotual benefit from the public purse. ~r It is not suggested that this has been found to be. tho case in any instances which have come under the notice of the Trust in question,' but that the system is one out ol which such an evil would readily spring up. The North W»-irarapa Benevolent Trust is ot opinion that the establishment of a " Home" for the poor would in the end be mom economical, and would ensure more efficient, uniform, and trustworthy management of those whom it becomes nccessury to support, than any other system which can be adopted, and while regretting the existence of a law which appears to be fast creating a pauper popular tion in this Colouv, it is certain that the position must be faced without further delay.
