At lust night's meeting of the Masterton Borough Council Hid Worship the Mayor moved, in "accordance with notice given, "Thata plan of the Borough be prepared, shown" the levels of the streeta in accordance with the Munioipal;• Corporation; : Act, 1886, and that a suitable bonus, to he. 6xcd by the Council, be offered for the* best practical, scheme for bringing wat.er;inio the .Borough,;for; the streets, and for fire' prevention; aid for the drainagepf the Borotigh." He thought it had been" a neglected duty in the past that a plan of the Borough had not ;been prepared. They should at all costs',;havo. the levels of their streets, The Act bade this imperative, It would be necessary to adopt the first part of' his resolution if not the second, The necessity for flushing the streets may not now be so urgent as in time to come, but he thought they should lay the foundation stone of some scheme which would keep away disease. There had been several different water J supplies suggested, and there, was nothing to show whether or not these were practicable, He could see no necessity just now for adopting a scheme for a domestio supply, but they should procure water for fire prevention and drainage. It was more to set the ball rolling than anything else that he had framed his resolution, ■ ] Gr Gapper : I would like to know ' under what clause of the Act you propose to do the work, y The Mayor; Ido not propose to do i the work at all, I only wish to offer : a bonus.for the besc practical scheme. Or Dixon seconded the motion pro forma. Ho thought, however, the motion should, be divided.;; It was quite necessary that they should take the levels of the Borough for the purpose of regulating the buildings.' - The Mayor' had no objection to dividing his motion, Or Heron could see no earthly reason for taking the levels of the : Borough.- Thoyhad a ■ plan already 1 in thoir possession which contained all ■ thelevpls required. Gr Gapper thought they should see i that new buildings were 'erected on 1 the proper levels. ...... : i ' The Clerk pointed out that the map ( in their possession showed the levels | of existing'streets!' Or Gapper ,would support the procuring'of a water supply and »proper system of drainage so soon as the ratepayers petitioned- for it. Until the Council- was petitioned He would strenuously oppose any action being taken, ; The Mayor thought it was. the duty'of the Council to make suggest tions and then appeal'-.to the ratev payers'to see if tie work should be done, -,, ; ' CrGapperJidiiol thiak a drainage scheme was necessary.' The town.was now the healthiest in the Colony..-' The Mayor, still maintained that the matter should be initiated by the Council,and placed before the people. Or"Hessey endorsed the sentiments of Cr Gapper,, He believed in progress; but he, would prefer being cautious. ' ■' Gr Heron opposed the motion; He thought it was premature to offer a bonus for. a' scheme, -It would' be. wasting the ratepayers'inoney, , Cr Dixon asked if any of the Coun>cillors' wore ' acquaintsd with the question of artesian supplies. Ho would like to see a test made in this direction.' "' ' I The Mayor: Then you should support my motion, It offers a bonus for the best practical scheme. Cr Mutrie did not think an artesian supply was practicable., The ground was not suitable, The Mayor said he could see from the discussion there was no use putting the resolution, as jt would only be negatived. He woultT-therefore withdraw it. This was agreed to, and tho ducussion terminated,
