ENGLISH London, December 21. Mr Geo W. Hastings, M.P. for the Eastern Division of Worcester, has been arrested on a warrant charging him with obtaining £15,000 by fraud as trustee under a will. The Times Bays that the British Bouth African Company have been deceived with regard to the value of their territory.
An extradition treaty has been signed between England and the principality of Monaco. The Financial Times says that Australian Banks are being conducted with marked prudence and success and points out that no group of securi ties yielding the same return show such a clean record.

The Times declares that the Emperor William's faith in Count von Oaprivi, the Imperial Chancellor, has been amply justified, and says that seldom has a more remarkable achievement been seen than Von Caprivi's successful arrangement of the commercial treaties, which has made Germany stronger than ever.
