Id the course of his speech Lord Carrington said the Tories maintained the divine right of the English in England to rule the Empire, while the Liberals maintained the political equality of the English everywhere, because the English democracy built the colonies, and the loyalty of the latter was assured.

The close season for the Bearing Sea Beating resulted in largely increasing seal poaching, and the captures are said to have exceeded the contract number by five times. The police made a raid on a second meeting of armed Auarchists in Chicago, who had threatened to destroy the town by means of dynamite and murder the Mayor and police officers. Twenty-six persons were arrested and disarmed. All the books and flags found in the building were seized. Steps are being taken to prevent Anarchists meeting in Philadelphia. This course meets with the general approval of the Government. Rome, November 14.
It is reported here tb«t the United States Government will indemnity Italy for the lynching of the Sicilians in New Orleans prison in March last.
