MASTERTON BOROUGH COUNCIL.
The ordinary fortnightly meeting of the Mastertjn Borough Council was held last evening, there being present His Worship the Mayor and Crs Heron, Hessey, Dixon, Mutrie, T, Chamberlain, Gapper, Feist, W. Ferry, and E. E. Chamberlain. Application was made by the following persons to have their names inserted on the burgess roll, for various properties within the Borough: J. J. Knight, C. F. Worth, F. Semunick, W. Cullen, G. E. Barker, M. Treader, F. Greuthead, B. Ginders, D. G. Matron, R. T. Holmes, Jacob Treader, Kate M'lnnes, William O'Counor, C. Hoffiens, A. Ottoway, Izra High, K. Yates, E. J. Searl, A. Searl, J. Corbett, M. E. Sellar, R. H. Elliotte, William Bray, J. M. Roberts, Jane Thompson, E. G. Eton, A. A, Elkins, W. Neill, Mary Heron, W. C. Perry, J. G. Thompson, H. A. Blake, J. Syvertsen and G. Wyeth. The Town Clerk was instructed to ascertain the bona fides of the various applicants, and place those names which are satisfactory upon the roll. The plan of the water supply from the Waingawa, prepared by Mr Bremner, was laid on the table. C OBRESPOKDENOE. From Mrs Young, requesting permission to remove a building on a sledge.—Application acceded to. From Messrs M. Caselberg and Co, stating that they were prepared to supply ranges or stoves to the Coun • oil. —Received. From the same, offering to supply New Zealand cement for the culvert in Queen street. From Mr C. E. Daniell, offering to supply Portland cement at 28s Gd per cask.—lt was resolved to procure Portland cement from Mr Daniell. From Robert McGuire, stating that he was not receiving as much work from the Council as he expected. He requested that he be given more work or relieved from his contract, as he was being ruined.—Referred to the Works Committee with power to act.
From the publishers of the New Zealand Post Office Directory, stating that they were prepared to supply the Directory for the sum of 82s. —Received.
Prom Mr J. J. Freeth, with reference to the remuneration he had received as Clerk to the Licensing District, and requesting that he be paid the sum of £lO for his past services. —The Mayor thought the claim of Mr Freeth was a just one.—Cr Dixon: Mr Freeth should have applied before it he wanted payment. He should have been paid annually.—The) Mayor : The Council thought the payment was an illegal one, and Mr Freeth did not make application. It is now legal to make payment.—Cr Hessey thoaght the claim might be a just one. The Council had not, how' ever, been aware that payment was legal.—Or Feist moved that the application of Mr Freeth for the sum of £lofor his services for the past; five years be granted.—Cr T. Chamberlain seconded.—Crs Heron, Ferry, and Dixon opposed the resolution,— Or E. Chamberlain considered Mr Freeth should be paid for his services. - -Cr Heron maintained that notice of motion should be given on the matter. —Cr Hessey thought it was a part of Mr Freeth's duty as a Government officer to attend to the business of the Licensing Committee, he beiug Ap-pointed-as Clerk by the Government. —Cr Heron consented to take the vote of the meeting without notice being given.—The moGion was then put and lost on division, the ayes being the Mayer and Crs Feist, T. and E. Chamberlain, and the noes Crs Heron, Hessey, Dixon, Mutrie, Gapper, and Perry. HOLIDAYS. An application for a public half holiday on the occasion of the show of the Mastsrton Agricultural and Pastoral Association was granted-. The Secretary of the Wairarapa and East Coast Pastoral and Agricultural Society wrote, requesting that the show day of the Society be proclaimed a holiday. - Cr E. Chamberlain : Did they grant our request for a holiday for the Masterton Show last year ? The Mayor: No. Cr Chamberlain : Then I will vote against granting the holiday. The Mayor thought the application should be granted out of courtesy. He would move accordingly. Cr Hessey seconded pro forma. He was of opinion, however, that courtesy was lost on the Carterton people. The resolution was then put and lost on the voices. WATER SUPPLY. It was resolved that the question of obtaining a supply of water from tbfi Wamgawa be held over till next meeting. GAS AND LIBRARY. The report of the meeting of the Gas and Library Committee was read and adopted. ADVERTISING. Cr Dixon moved that the advertising of the Borough be done in one of the newspapers only. He did not think it was necessary to adyertise in both newspapers. Cr Feist seconded, Cr Heron said if any saving could be effected he would support the resolution. Cr Gapper supported the resolution. At present they were paying 2s and Is per inch to each paper. If one paper only was doing the advertising they could get it done for 8s and Is Gd, which would be a saving. They should call for tenders, and if the local papers did not tender they could do their advertising in the Post.
Cr E. Chamberlain said some people took one paper aud some another. This appeared to be the difficulty.
Cr Feist thought they might advertise in the papers month about. Cr T. Chamberlain did not agree to this. They should stick to one paper. At the same time he thought it would be penny wise and pound foolish to make the change. Cr Dixon was of opinion that if they put their advertisements in one paper that paper would increase in circulation and would do its printing cheaper. The Mayor did not think the advertising would increase the circulation of the paper. He was opposed to the motion, as he did not think they could effect a saving. The resolution was then put and carried on division, the ayes being Crs Heron, Dixon, Mutrie, Gapper, Feist and Perry, and the noes the Mayor, and Crs Hessey and T. and E. Chamberlain. Cr Gapper moved that tenders be called for the Borough advertising for twelve months. Cr Dixon seconded. Cr Heron : Which paper shall this tender be inserted in 1 Cr Dixon: 1 shall move that tenders be called through the Waikaiiapa Daily. The resolution of Cr Gapper was put and carried.
COLUMBA ROAD. Cr Dixon moved that the work in Columba road be proceeded with. Cr Gapper seconded, pro forma, Cr Heron moved as an amendment that the matter be referred to the Works Committee. The Mayor seconded pro forma. After some discussion the amendment was put and carried on division, DIXON STREET EXTENSION. Cr Dixsn moved that plans and specifications be prepared for the extension of Dixon street. Cr Hessey seconded pro fornm. Cr Feist supported the resolution. After some discussion the resolution was put and curried. ORDINARY. The Mayor reported the result of the deputation to the Town Lands Trustees with reference to the Institute and Town Hall. The meeting then adjourned.
