London, September 15, Dr Maclagan, Archbishop of York, was enthroned to-day. It is doubted in the City if the New South Wales loan will be covered.
The feeling among bankers and others is that the time is inopportune since many leading financiers are away on holiday, and the public demand is small.
It is stated that the syndicate are undecided whether to subscribe to the loan or not.

The Rev, Spurgeon is much stronger, and is now able to take constant outdoor exercise.
The opinion is gaining ground that the New South Wales loan will just float, provided the colonial banks heartily support it. Its magnitude is the ohief obstacle. The Times considers Sir H. Langevin is guilty, and that it has certainly been proved he was culpable of amazing blindness with regard to the frauds. The Times thinks the most alarm* ing feature in the revelations of Canadian corruption is the close alliance between fraud and Party organisation, owing to the existence of needy professional politicians.
Baron Hirsch advises the Russian I Jews to have patience, and not attempt a headlong reckless flight from the oountry. He warns those who ignore the action of the organised committee, working with the consent of the Government, that they will not be assisted. The emigration must take small proportions at first, but it will become larger later on. Mr Arnold White, Hirsoh's agent in Russia, asserts that the ukase against the Jews is being enforced with constantly increasing severity. He failed to obtain an audience with the Czar.

Fierce storms have been raging in Northern Italy, and the country round Turin is being inundated. Madrid, September 16. Three thousand people were drowned in the floods at Consuegra. Four thousand families at Consuegra have been rendered homeless. The place presents a frightful scene. Hundreds of bodies are floating about, and robbers are pillaging in all directions. Women and children are dying of hunger. The Government is empowering the Governors of the stricken provinces to expend money in relief of the distressed.

The great Powers have renewed their protests to the Chinese Government against; the continued outrages, and unless they are prevented, threaten a naval display.
