The Russian Press Clamour for "War.
(United Press Association.) Vienna, September 12.
The Emperor of Germany, who witnessed the military manoeuvres, praises the endurance of Austrian soldiers and their readiness for war. One comfort, which, he said, rendered him happy, was that Germany and Austria allied could disregard the rest of Europe.

At the Franco-Russian demonstration at Toulon, a laudatory telegram was received from the Czar. St. Petersburg, September 12.
The Moscow Gazette declares that the Great Powers are bound to respect the decision of the Sultan with regard to the Dardanelles, who has the right to give passage through the Strai's to whomsoever he pleases. A Hamburg paper has created a sensation by publishing what it declares are Russian designs.. Jt states that Russia proposes to suddenly seize Constantinople, and that she has sufficient transports to land 80,000 troops on the shores of the Bosphorous in 24 hours,
Russia, it is said, will mobilise her army in April next to test the efficiency of the hew military system. The Russian press is clamorous for agression in the East. Tbe Nowoste demands a free passage for all Russian warships, to enable the Black Sea fleet to join tbe French fleet, LoiiDON, September 12.

The Sultan has granted Sir A. W. White an interview concerning the firjng on British merchant vessels when passing the Dardanelles in July last.
