Valparaiso Encircled.
A Decisive Battle Imminent.

It is alleged that the British warship Espiegle, attached to the Pacific station, has, at the request of President Balmaceda, of Chili, conveyed one million dollars, seized from the Santiago Treasury, from Valparaiso to Monte Video, tne capital city of Uruguay. Ic is also stated that merchant vessels were asked to take the shipment, but declined. The iasurgsnts are closing round Valparaiso, which is now severed from communication with the remainder of President Balmaceda's army at Coquiuibo. The insurgent fleet will co-.opeiate in the attack on Valparaiso, and a decisive battle is imminent.
