IMPERIAL FEDERATION.
London, June 18.
Lord Salisbury, replying to a large deputation on the subject of Imperial Federation, referred to the feeling of unrest prevailing in Canada and Australia, and the reluctance to acquiesce in precisely the present state of things. He thought it would be an insult to summon colonial statesmen to a conference in London without having a definite soheme to place before them, It vould be extravagant modesty for the Federation League to rely any longer on the absence of a cut and dried scheme. The enigma waiting solution w»b hew to invite the colonies to share the privileges and responsibilities of the Empire without disturbing the Constitution. It was urged that England and the Colonieß should now form a Zollverein or Kreigsverein, but tbe Freetrade principles of England were a difficuly in the way ef the former, while the tendency of enterprise and the discoveries of soience to annihilate space, formed a difficulty in the way of the latter.
