BOROUGH COUNCIL.
The ordinary fortnightly meeting of the Masterton Borough Council was held in the Chambers last evening, there being present His Worship the Mayor and Crs Renall, Hesse}, Dixon, T. Chamberlain, and Perry. The minutes of the previous meeting were read and confirmed. The petition to the Governor, praying for the division of the Borough into wards, was read, together with the list of ratepayers signing the same. The resignation of Cr Gapper as a member of the Works Committee was received. Correspondence. From Mr 11. Wyeth, requesting that the crossing leading into his premises be replaced. From A. Bradford, requesting that the footpath in front of hie premises be repaired, and complaining that the watercart did not visit his part of the town. From Mr Caselberg, requesting the use of the watercart after hours for the purpose ol watering the footpath in front of his premises with an arcenical solution. From Messrs Hornblow, Hessey, Langton, V and J, Hooper, and Ghennells, requesting their names to be inserted on the Burgess roll. Resolved That Mr Caselberg be granted the use of the water cart on conditions he pays the Bum of ten shillings. That the names of Messrs Hessey, Langton, Hornblow, Chennells and J Hooper be inserted on the roll. That the application of Mr R. Wyeth be referred to the Works Committee, and that in the mean time Mr Wyeth be asked to give a reason for making the application. That tha application of Mr Bradford be granted. Works Committee. The report of tbe meeting of the Works Committee was read.
The Overseer reported the asphalting of a considerable quantity of footpath. The formation in Archer Street had been completed by Mr Cavanagh. He recommended that certain culverts be put in and that the water tables eb cleared. It was resolved that the Surveyor be asked to prepare a list of all unmade roada within the Borough. It was also re3olved that the plans and specifications for Renall street include fencing and stumping. The recommendations of the Committee were confirmed and the report adopted. Finance. The Finance Committee report was read and adopted, and accounts passed for payment. Cr Gapjper's Resignation, Cr Cullen moved that the resignation of Cr Gapper as a member of the Works Committee be adopted Cr He3sey : With regret ? Cr Cullen : With thanks 1 The Mayor: I don't think that is necessary. Cr Renall said he would like to see Cr Gapper retain his seat. Cr Gapper stated that he had been accused of doing everything which was wrong, and the Council appeared to have no confidence in his actions. With regard to the footpath in Queen Street he maintained that he had acted rightly. He did not wish to be ridiculed by the Council. The Mayor remarked that he did not think the Council wished to impute negligence to Cr Gapper in the matter of the Queen Street footpath, He thought Councillor Gapper was a useful member of the Committee, and he would like to see him withdraw his resignation.
CrT. Chamberlain endorsed the remarks of the Mayor, and expressed the opinion that Cr Gapper's resignation would be a loss to the Council. Cr Eenall: You had better retain your seat, Cr Gapper. There will be a re-construction of committees shortly. Cr Cullen endeavored to justify his action with regard to the Queenstreet footpath. Crs Hessey and Perry would rather that Cr Gapper retain his seat on the Committee. Cr E. Chamberlain moved that Cr Gapper be requested to withdraw his resignation. Cr .Dixon seconded,
As Cr Gapper absolutely declined to withdraw hig resignation. The motion was not put and the resiguation was accepted. Cr Perry was appointed to the vacancy caused by Cr Gapper's resignation. Archer Street. Cr Gapper stated with reference to his notice of motion that Mr .Serin's contract be determined, that the contractor had written offering to commence the work on Thursday. In consideration of this promise he would withdraw the motion, Slaughterhouse License.
Mr T. E, Chamberlain applied for a license for a slaughterhouse to be erected on the Upper Plain. Two numerously signed petitions from Upper Flam residents were read, protesting against the granting of this license,
Cr G&pper suggested that before the license be granted plans and specifications of the proposed work be submitted to the Council. He wculd move accordingly. Cr Cullen seconded.
The Mayor agreed with the suggestion of Cr Gapper, The Slaughterhouse Act stated that they should be satisfied with the position ot the work.
Cr Hesiey endorsed Cr Gapper's remarks.
> r Kenall thought it was not a question of whether the Council was satisfied. They should take the voice of the people. The whole of the settlers of the district appeared to be against the granting of the license. It would be a pity to put the applicant to the expense of preparing plans and specifications if they were decided not to grant the application. Cr T. Chamberlain explained that he intended to remove the building nine chains back from the road. It would also be under the supervision of the Inspector. He would like the matter to be dealt with at once. After some discussion Cr Cullen moved that the application be refused. Cr Hessey seconded.—Carried. OIIDINARY. The plan of the building proposed to b» erected by Mr Carey on part of town acre 111 was placed before the the Council, and was left to the Works Committee with power to act. Cr Renall called the attention, of the Council to the fact that there was too much camber in the formation of the streets in the Borough.
