ENGLISH. Londox, March 4. The Hen, J. Stansfield's (M.P. for Halifax) motion for one man one vote was negatived by a majority of 102. The Hawk says that Lord Onslow will probably succeed Lord Hopetouu as Governor of Victoria. H. M. Stanley intends to visit Australia in October. Mr otansfield's motion proposed that the only qualification for a voter should be three month's residence. Mr Gladstone supported the motion, urging that a plural vote was a pure lottery.
The World asserts that the anxiety of the Emperor of Germany to conciliate France is due to distrust of Russia and Austria.
