ENGLISHLondon, February 14. It is reported that on the expiry of Lord Charles Scott's commission as Admiral of the Australian Station, he will be succeeded by Admiral Stevenson, iuH.M.S. Blake, 12 guns, with Prince George of Wales as Commander. Tbe cargo of the ship West Lothian, from Sydney to London, which put into Pernambuco, is only slightly damaged by the fire, but a portion of it will have to be discharged in order to execute rcpiirs to the vessel, It is stated that the demand made by 3tf r Baroell for an absolute pledge that the control of the police in Ireland would be conceded at an early date, prevented an amicable settlement of tbe question of the leadership.

The Executive Oounoil of the Shipping Federation today discussed the proposals submitted to the Federated Unions.
