DUMMYISM.
The Wellington Land Board had before them at their meeting on Saturday an opinion forwarded by the Crown Prosecutor, as to whether Messrs C. Phillips and others could be prosecuted for breach of the Land Acts, in regard to applications for land in the South West Pukotoi Block, and on the motion of Mr Moarthur, seconded by Mr McOardlo, ib was resolved to go into Committee e to consider the same. Upon the Board resuming, the following resolutions wore unanimously passed: That after considering the opinion given Crown Prosecutor the Board revived (1) That no further steps bo fifteen in tho cases of Roso Joseph, (Hfc>ny Samuol, Fr. Samuol, and E. K. Samuol, H 8 tho Board is advised no prosecution will be successful against these parties, the Board boijig of opinion that they acted in ignoranco of the law and without wilful intent to commit a breach of tho Land Act. (2) That no steps should he ■ taken against tho Mills the Board is advised cases also no prosecution ceed. (8) In the caso of Mr Coleraau Phillips, the Beard is advised that lie cannot bo dealt with under tho Land Act, which Act tho Board is specially appointed to administor. Tho Board, therofore, is of opinion that the question of dealing further with Mr 0. Phillips be referred to tho Ministgfof Justico, who appoavs to proper authority to take action. (4) In the presont state of tho Lund Act the Board is advised that while an applicant who wilfully makes a falso declaration in order to obtain land for tho use and benefit of others can be punished, nothing can be done under that Act except forfeiture to tho individual for whom such land is obtained, oven though apquired with his knowledge, connivance, and knowledge.
