WELLiNoioHf'Monday. The Railway Commissioners, replied to Mr Millar's letter setting out the views of the '-Maritime Council that as the Trustees of people's railways they could not deprive anyoneof the people of the common light of using those railways, and the Counoil might as well ask tho. Post and Telegraph Departments and Gourtsof Justice to close their doors on Whitcombe and Tombs. Tho Commissioners consider the question is whether the laws and liborties of the people are to be overridden at will by a self constituted, irresponsible body, and whether society is to be governed by lynoli law or constitutional law, Much as the Commissioners deplore the consequences of a general strike, they refuse to seek to avert it by 'violation of the law of the land by refusing to carry any persbn's'goods,
